Amends Michigan's county employee retirement law to allow counties to provide group life, health, accident, hospitalization, and disability insurance coverage for county employees and their dependents.

Permits counties with 100 or more employees to self-insure for health, accident, hospitalization, and disability coverage rather than purchasing from external insurers.

Establishes pension and retirement benefit options for county employees, including monthly payments not exceeding 2.5% of average final compensation multiplied by years of service, with maximum benefits capped at 75% of average final compensation.

Adds subsection (33) requiring retirees receiving pension benefits who are hired by a county with population over 35,000 on or after July 1, 2010 to forfeit pension payments during employment, with payments reinstated upon termination without recalculation.

Requires county boards of commissioners to establish written policies ensuring uniform application of retirement provisions to all plan members.
