Amends Michigan's Revised Judicature Act to modify the composition and judge allocations of various district courts in Wayne County.

Reforms the twentieth judicial district to include both Dearborn Heights and Garden City (if both cities approve), increasing judges from 2 to 3, effective January 2, 2010.

Abolishes the twenty-first judicial district (Garden City) if the reformation is approved, with its incumbent judge residing in Garden City transferring to the twentieth district.

Increases the thirty-fifth judicial district (Northville, Plymouth, and townships) from 2 judges to 3 judges.

Simplifies the twenty-seventh district (Wyandotte and Riverview) to a single-judge district beginning January 1, 2003 or upon the first vacancy, consolidating what was previously divided into two election divisions.
