Establishes a new nonpublic continuing care retirement center license allowing facilities serving residents over 62 to sell and serve beer, wine, mixed spirit drink, mixed wine drink, and spirits on premises to residents and their guests, with a maximum of 20 licenses statewide.

Creates a catering permit for on-premises liquor licensees who are also food service establishments, enabling them to deliver spirits in original sealed containers to private events for off-premises consumption, provided the permit holder serves the spirits.

Sets the catering permit fee at $70.00 for initial application and processing plus $300.00 for permit issuance, with the $300.00 fee required again at renewal.

Implements Sunday sales hours allowing beer and wine sales from 7 a.m. Sunday through 2 a.m. Monday, and spirits sales with county-level restrictions based on legislative action or voter referendum.

Establishes an annual $160.00 fee for sales between 7 a.m. and noon on Sunday, with revenue directed to alcohol treatment programs; adds 15% additional fee for spirits sales after noon on Sunday.
