Creates a new legislative administrative agency headed by a director jointly appointed by the Speaker of the House and Senate Majority Leader to consolidate administrative services from the House, Senate, and Legislative Council by January 1, 2011.

Establishes a business plan requiring the House Business Office to consolidate and reorganize all legislative administrative services (business office, finance, human resources, facilities, information technology, security, printing, duplicating, and post office services) into the new agency within 60 days of the effective date.

Requires the legislative administrative agency to post all expenditures and their purposes on a publicly accessible internet site, with spending capped at $10,000 for implementing the website, and to provide quarterly reports for 24 months following consolidation on total savings achieved and employee reductions.

Transfers administrative oversight of legislative databases, statutes compilation funds, parking facilities, and public internet access to legislative information from the legislative council to the new legislative administrative agency.

Repeals former Sections 104a, 107, and 204g of the Legislative Council Act and removes outdated effective dates from provisions requiring free public internet access to the Michigan Compiled Laws database and legislative bill information.
