Establishes the Joint Committee on Administrative Rules with 5 members from the Senate and 5 members from the House of Representatives, appointed for 2-year terms.

Requires the committee composition to include 3 members from the majority party and 2 from the minority party in each chamber, with the chairperson alternating between houses annually.

Committee members serve without compensation but receive reimbursement for expenses, with Senate expenses paid from Senate appropriations and House expenses from House appropriations.

Removes language allowing the committee to hire its own staff and transfers supervision of staff, budgeting, and procurement functions to the Legislative Service Bureau under section 108 of the 1986 Legislative Council Act (MCL 4.1108).
