Creates a new Legislative Fiscal Agency as a nonpartisan agency serving the appropriations committees and all members of both chambers of the legislature, effective upon passage of the amendatory act.

Requires consolidation of the House Fiscal Agency and Senate Fiscal Agency into the Legislative Fiscal Agency by January 1, 2011, with a business plan to be developed within 60 days outlining duties, responsibilities, personnel, equipment, and budgetary resources.

Establishes a governing committee of 8 members (senate majority leader, senate minority leader, senate appropriations chair, senate appropriations minority vice-chair, speaker, house minority leader, house appropriations chair, and house appropriations minority vice-chair) with the house appropriations chair initially serving as chairperson and alternating annually with the senate appropriations chair after 13 months.

Requires the Legislative Fiscal Agency to post all expenditures and their purposes on a publicly accessible internet site with a maximum implementation cost of $10,000 and provide quarterly financial statements within 30 days after each calendar quarter.

Maintains confidentiality protections preventing agency employees from disclosing unpublished bills, amendments, resolutions, special reports, or proposals without the sponsoring member's consent, and makes employees nontenured at-will staff subject to discipline or discharge by the governing committee.
