Requires local units of government to adopt written procurement policies governing supplies, materials, services, insurance, utilities, equipment, and other items needed by the local unit.

Mandates competitive solicitation for any procurement valued at $50,000 or more, with exceptions for emergency situations, public health threats, and declared states of emergency or disaster.

Establishes competitive bidding procedures for construction, repair, remodeling, and demolition contracts, including requirements for newspaper advertisements, bid deadlines, public bid openings, and sworn disclosure statements regarding familial relationships between bidders and government officials.

Requires bid security deposits of at least 1/20 of the bid amount and prohibits acceptance of late bids or bids lacking required disclosure statements.

Provides that selection of architects, engineers, surveyors, and other professional service providers must use competitive, qualifications-based selection processes, and grants preference to Michigan-based businesses when all other factors are equal.
