Expands definition of "public servant" to include any individual serving a public entity in Michigan, except justices, judges, executive branch officials subject to the ethics act, and legislative ethics act subjects.

Expands definition of "public entity" to include all state departments, agencies, political subdivisions, and public bodies corporate within Michigan.

Allows public servants in municipalities with populations under 25,000 to serve as emergency medical services personnel and volunteer or part-time firefighters without conflict of interest restrictions.

Allows municipalities with populations under 25,000 to authorize public servants to perform additional services for the local government unit.

Establishes this act as the sole state law governing conflicts of interest in public contracts involving public servants, while preserving local governments' authority to adopt ordinances on conflict of interest in non-contract matters.
