Prohibits lobbyists, lobbyist agents, and their representatives from delivering or promising to deliver contributions to candidates in any state-owned or state-leased facility.

Exempts contributions delivered in private family dwellings and facilities where all candidates have equal access to use the facility.

Establishes penalties of up to 90 days imprisonment or a fine of at least $1,000 or the contribution amount, whichever is greater, for violations.

Defines "candidate" and "contribution" by reference to the Michigan campaign finance act (MCL 169.203 and MCL 169.204).

Takes effect 90 days after enactment, contingent on House Bill No. 4382 being enacted into law.
