Creates a joint committee on financial manager oversight consisting of 5 members from the Michigan Senate and 5 members from the House of Representatives for 2-year terms.

Requires membership to include 3 majority party members and 2 minority party members from each house, with education committee chairs and vice-chairs serving as automatic members.

Designates the committee chairperson to alternate between chambers annually and provides members expense reimbursement (without additional compensation) paid from respective legislative appropriations.

Authorizes the committee to hold hearings and take testimony on activities of emergency financial managers appointed for school districts, and to make legislative recommendations.

Requires committee actions to obtain approval from majorities in both chambers and mandates annual reports to the legislature on committee activities and recommendations.
