MI HB6031

Amends the village disincorporation process in the General Law Village Act (1895 PA 3, MCL 74.18a) to change canvassing procedures from village and township boards to county canvassers.

Requires a petition signed by at least 15% of registered village electors to initiate disincorporation, filed with the township clerk.

Mandates the township clerk verify petition signatures within 14 days and place the disincorporation question on the next general or special election ballot with specified ballot language.

Requires disincorporation election results to be canvassed by the board of county canvassers of the county where the village is located (replaces previous requirement for village and township canvasser boards).

Disincorporation becomes effective only if at least 2/3 of electors voting approve the measure, with certified proceedings then submitted to the county clerk and secretary of state.

Bill is contingent on enactment of HB 6033 to take effect.
