Allows dependent children to remain on parental health insurance policies until age 26 if unmarried, without dependents of their own, not eligible for employer coverage, and continuously covered with no more than 62-day gaps in coverage.

Prohibits health insurers from rescinding, canceling, or limiting coverage due to failure to complete medical underwriting before issuing the policy contract, except in cases of intentional misrepresentation of material fact.

Requires small employer health carriers to renew coverage at the employer's option without considering claims experience or health status changes that occurred after initial plan issuance.

Limits short-term and limited duration policies (185 days or less) to no more than 10% of an insurer's total individual health insurance premiums in any calendar year.

Bill effectiveness is conditioned on enactment of six companion bills from the 95th Legislature.
