Transfers concealed pistol licensing authority from county-based concealed weapon licensing boards to the Michigan Secretary of State, effective January 1, 2012.

Allows persons prohibited from possessing firearms under MCL 750.224f to apply for restoration of rights through December 31, 2011 to licensing boards or beginning January 1, 2012 to the Secretary of State, with 5-year waiting period after sentence completion and clear and convincing evidence standard.

Requires individuals with concealed weapon licenses to carry license and identification at all times while carrying a concealed pistol; failing to disclose to peace officers results in fines up to $500 for first offense and license revocation for subsequent offenses.

Establishes 8-hour firearms safety training requirement including 5 hours classroom instruction and 3 hours firing range time, with specific curriculum on safe handling, ammunition, shooting positions, firearms law, and defensive tactics.

Prohibits concealed pistol carry on school property, child care facilities, sports arenas, bars, places of worship, large entertainment venues, hospitals, and college dormitories, with limited exceptions for retired law enforcement, security personnel, and certain officials.
