Amends the Natural Resources and Environmental Protection Act to prohibit the Department of Environmental Quality from promulgating rules that ban open burning of household waste from 1-family or 2-family dwellings at the property location.

Allows the department to continue promulgating rules for controlling air pollution, complying with the Clean Air Act, controlling transportation modes that cause air pollution, and reviewing stationary emission sources.

Permits the department to establish emission standards consistent with federal ambient air quality standards and deny or revoke permits for sources that would adversely affect human health or community welfare.

Preserves all rules, permits, and administrative orders promulgated or issued before November 13, 1993 unless they are inconsistent with the act or subsequently revised, amended, or repealed.
