Amends the 1917 Public Act 350 regulating second hand dealers and junk dealers by modifying section 3 (MCL 445.403).

Removes the reference to "salvage vehicle agent" as defined in section 56c of the Michigan Vehicle Code (MCL 257.56c) from the definition of "automotive recycler."

Defines "automotive recycler" as a person engaged primarily in selling retail salvage vehicle parts and secondarily in selling retail salvage motor vehicles or manufacturing/selling gradable scrap metal products.

Adds definitions for "internet drop-off store," "local law enforcement agency," "scrap processor," "industrial scrap," and clarifies that "second hand dealer" or "junk dealer" excludes scrap processors, automotive recyclers, and certain licensed junkyards.

Takes effect October 1, 2009, contingent on enactment of Senate Bill No. ____ or House Bill No. 6061 of the 95th Legislature.
