Increases annual incremental energy savings requirements for electric providers to 1.50% of total annual retail electricity sales in megawatt hours for 2014 and each year thereafter (previously 1.0%).

Modifies natural gas provider standards by establishing 0.75% annual incremental energy savings for 2012-2015 and subject to section 97, each year thereafter (previously would have continued at higher rates).

Clarifies that renewable energy systems must be constructed after October 6, 2008 to qualify for renewable energy credit substitutions toward meeting energy optimization standards.

Replaces "department of environmental quality" with "department of natural resources and environment" for consultation on carbon dioxide emissions benefits in contested case hearings.

Maintains the 10% cap on using renewable energy credits, advanced cleaner energy credits, and load management combined to meet energy optimization standards, with specified conversion rates (1 renewable credit, 1 plasma arc gasification credit, or 4 other advanced cleaner energy credits per optimization credit).
