Increases electric provider energy optimization savings targets from 1.0% to 1.75% annually starting in 2015 and thereafter based on prior year retail electricity sales.

Establishes new incremental energy savings requirements for electric providers: 0.30% in 2008-2009, 0.50% in 2010, 0.75% in 2011, 1.00% in 2012, 1.25% in 2013, 1.50% in 2014, and 1.75% in 2015 and beyond.

Adds new requirements for natural gas providers with annual savings targets of 0.10% in 2008-2009, 0.25% in 2010, 0.50% in 2011, and 0.75% from 2012 onward.

Allows electric providers to substitute renewable energy credits, advanced cleaner energy credits, and load management measures to meet up to 10% of energy optimization standards, subject to commission approval for cost-effectiveness and carbon dioxide emissions benefits.

Changes reference for renewable energy system construction date from "effective date of this act" to October 6, 2008 and updates department name from "environmental quality" to "natural resources and environment."
