Increases electricity provider energy savings requirements starting in 2016 from 1.0% to 2.0% of total annual retail electricity sales annually.

Establishes escalating energy savings targets for electricity providers: 0.30% (2008-2009), 0.50% (2010), 0.75% (2011), 1.00% (2012), 1.25% (2013), 1.50% (2014), 1.75% (2015), and 2.00% (2016 and thereafter).

Sets natural gas provider energy savings standards at 0.10% (2008-2009), 0.25% (2010), 0.50% (2011), and 0.75% (2012 and thereafter) of total annual retail natural gas sales.

Allows providers to substitute renewable energy credits, advanced cleaner energy credits, and load management measures for up to 10% of required energy optimization credits, subject to commission approval and cost-effectiveness determination.

Permits use of renewable energy systems constructed after October 6, 2008 to help meet energy savings standards if approved by the Public Service Commission as cost-effective.
