Changes electricity provider energy savings requirements from 0.3% in 2008-2009 to gradually increasing percentages, reaching 2.00% annually from 2016 onward (previously capped at 1.0%).

Modifies natural gas provider energy savings requirements from 0.1% in 2008-2009 to 1.00% annually from 2013 onward (previously 0.75%).

Allows electric providers after 2012 to substitute renewable energy credits, advanced cleaner energy credits, load management, or combinations thereof for up to 10% of required energy optimization credits, subject to commission approval for cost-effectiveness.

Requires commission determination of cost-effectiveness for substitutions and consultation with the Department of Natural Resources and Environment regarding carbon dioxide emissions benefits for advanced cleaner energy systems.

Establishes conversion rates for credit substitutions: 1 renewable energy credit, 1 advanced cleaner energy credit from plasma arc gasification, or 4 advanced cleaner energy credits from other sources per energy optimization credit.
