Increases minimum electricity energy savings requirements for electric providers, raising the standard from 1.0% to 2.00% annually starting in 2016 and each year thereafter.

Increases minimum natural gas energy savings requirements for natural gas providers, raising the standard from 0.75% to 1.25% annually starting in 2014 and each year thereafter.

Establishes incremental energy savings targets for both electric and natural gas providers for years 2008-2015, with percentages calculated based on total annual retail sales in the preceding year.

Allows electric providers to substitute renewable energy credits, advanced cleaner energy credits, and load management to meet up to 10% of energy optimization standards, subject to Public Service Commission approval for cost-effectiveness.

Requires the Public Service Commission to consult with the Department of Natural Resources and Environment when determining whether advanced cleaner energy substitutions are cost-effective and provide carbon dioxide emissions benefits.
