HB 6069 Summary

• Amends Michigan's Clean, Renewable, and Efficient Energy Act to increase energy efficiency standards for electric and natural gas providers through 2016 and beyond.

• Electric providers must achieve incremental energy savings starting at 0.30% in 2008-2009, increasing to 2.00% annually from 2016 onward (previously capped at 1.0%).

• Natural gas providers must achieve incremental energy savings starting at 0.10% in 2008-2009, increasing to 1.50% annually from 2015 onward (previously capped at 0.75%).

• Allows electric providers to substitute renewable energy credits, advanced cleaner energy credits, or load management for up to 10% of required energy optimization standards after 2012, subject to commission approval for cost-effectiveness.

• Changes department oversight reference from "environmental quality" to "natural resources and environment" for review of carbon dioxide emissions benefits in advanced cleaner energy credit determinations.
