Increases electric utility energy savings requirements from 1.0% to 2.0% annually starting in 2016 and each year thereafter, calculated on prior year retail electricity sales in megawatt hours.

Increases natural gas utility energy savings requirements from 0.75% to 1.75% annually starting in 2016 and each year thereafter, calculated on prior year retail natural gas sales in decatherms or equivalent MCFs.

Establishes escalating energy savings targets for electric providers from 2008-2009 through 2015, ranging from 0.30% to 1.75% annually.

Establishes escalating energy savings targets for natural gas providers from 2008-2009 through 2015, ranging from 0.1% to 1.50% annually.

Allows electric providers after 2012 to use renewable energy credits, advanced cleaner energy credits, or load management to substitute for up to 10% of required energy optimization credits, subject to commission approval based on cost-effectiveness.
