Amends the Home Rule City Act to prohibit detachment of territory from a city or village to a charter township with a population exceeding 20,000 that meets specified requirements under the charter township act.

Allows territory detachment from cities through an alternative procedure when all conditions are met: territory was annexed after city incorporation, will return to original municipality, city provides no water/sewer service, and both governments approve via resolution.

Permits reannexation of detached territory to the original city if the city later provides water and sewer services or if the receiving municipality fails to comply with an intergovernmental agreement.

Requires at least 1% of affected population (minimum 100 signatures, with at least 10 from each affected municipality) to petition for city incorporation, detachment, or consolidation, with a map attached before signatures are collected.

Makes the act contingent on enactment of House Bill 6071 of the 95th Legislature.
