Prohibits state agency employees from making expenditures or incurring obligations that cause the agency to exceed the gross appropriation level set by the legislature for any line item.

Makes the chief executive officer and chief financial officer of a state agency responsible for any action resulting in exceeding an appropriation and requires the chief executive officer to report violations immediately to the director and both appropriations committee chairpersons.

Requires the state budget director to create allotments within 15 days of appropriation bills becoming law and submit a spending analysis report by June 1 each year estimating which departments are spending above their appropriation levels.

Directs the budget director to immediately notify appropriations committee leadership and fiscal agencies when a spending plan does not provide the level of program service assumed in the appropriation.

Makes it a misdemeanor punishable by up to 30 days imprisonment or a fine of up to $500, or both, for any state officer or employee who knowingly makes or authorizes expenditures that cause the agency to exceed its appropriation level.
