Establishes a waterways account within the legacy fund consisting of money from the former Michigan state waterways fund, Michigan harbor development fund, and marine safety fund.

Requires the waterways account to receive revenue from watercraft registration fees, moorage fees at state facilities, public access site fees, recreation improvement account transfers, diesel fuel tax revenue for vessel operation, and other authorized sources.

Mandates that at least 49% of annual watercraft registration fees collected be distributed to participating counties for marine safety education and marine patrols.

Replaces the previous formula-based state aid determination with a new formula prioritizing: watercraft registered in the county, marine service calls handled by law enforcement, boat access areas, livery inspections conducted, and students certified in boating safety classes.

Requires the department to annually post on its website the aid formula used and the total watercraft registration fees collected by each county, and prohibits counties from basing aid determinations on vessel stop or inspection numbers.
