Amends Section 267 of the Management and Budget Act (1984 PA 431) to revise procedures for disposing of surplus, salvage, and scrap material from state agencies

Removes the requirement that surplus, salvage, or scrap materials must be sold "at auction," allowing the department to sell such materials through other methods

Maintains the department's authority to donate or sell property and equipment to units of local government before pursuing other disposal methods

Allows the department to recover necessary costs of transfer or sale (including warehousing and reconditioning) from sale proceeds or by assessing a handling fee on donated property
