Requires the Michigan Department of Transportation to provide technical support and resources to communities affected by new international bridge crossing projects to negotiate community benefits agreements with contractors, developers, or concessionaires.

Obligates the department to perform the duties of any contractor, developer, or concessionaire that defaults on obligations under a community benefits agreement.

Mandates that request for proposals for new international bridge crossing projects include community benefits agreement requirements as a condition for contractors, developers, or concessionaires.

Requires the department to consult with a nonprofit organization representing the host community during the proposal selection process and provide information about submitted proposals for the nonprofit to offer advisory recommendations.

Defines "community benefits agreement" as a contract implementing sustainable community benefits that may include preservation of community resources, job creation and training, economic development, housing programs, air quality initiatives, and green development projects.
