Prohibits service shutoffs for eligible low-income customers and senior citizens (age 62+) who pay 10% of their monthly income toward delinquent utility accounts.

Allows service shutoffs only if a customer fails to pay the required monthly amount after proper notice from the commission.

Defines "eligible low-income customer" as someone with multiple children in home, eligible for food assistance, or with household income not exceeding 150% of federal poverty guidelines.

Applies to electric utilities, municipal electric utilities, cooperative electric utilities, alternative electric suppliers, and natural gas utilities.
