Amends MCL 333.21755 to expand grounds for the Michigan Department of Health to refuse, deny, suspend, or revoke a nursing home license for applicants, licensees, or persons with ownership interests in nursing homes.

Denies licenses if an occupational, professional, or health facility license has been revoked within the 5 years preceding application.

Denies licenses if the applicant, licensee, or owner lacks good moral character (as defined in MCL 338.41), financial capacity, or appropriate business or professional experience to operate a nursing home.

Denies licenses for bankruptcy filings within 5 years prior to application, involuntary closure or Medicare/Medicaid termination of previously operated health facilities, or current exclusion from Medicare or Medicaid participation.

Denies licenses for principals of nursing homes placed in receivership within 5 years, those with denied/suspended/revoked nursing home licenses within 5 years, unpaid debts to state or federal government, unpaid IRS assessments within 5 years, or unpaid wage determinations under 1978 PA 390.
