Increases penalty for violations of the Public Health Code from a misdemeanor punishable by fine to include specific imprisonment terms for certain violations.

Establishes a $1,000 fine per day administrative penalty for violations of section 20141, in addition to any other penalties prescribed.

Prohibits persons in violation of section 20141 from charging or collecting fees for services provided while in violation.

Requires refund of all fees collected while in violation of section 20141 to the person charged, or payment to the state treasurer's general fund if refund is undeliverable.

Maintains existing misdemeanor penalties: up to $1,000 per day for general article violations, and up to 6 months imprisonment or $2,000 fine for violations of sections 20181-20184.
