Amends the Worker's Disability Compensation Act of 1969 to add a new category of employees: volunteer health practitioners providing services during state emergency declarations.

Defines "volunteer health practitioner" as individuals licensed to provide health or veterinary services, or registered with Michigan's electronic database under federal bioterrorism preparedness law.

Covers volunteer health practitioners who are injured or die while providing emergency health/veterinary services or training for a "host entity" during an active emergency declaration.

Excludes volunteers already eligible for workers' compensation benefits under Michigan or another state's law, or those being compensated beyond living expenses by the host entity or other sources.

Considers covered volunteer health practitioners to be state employees for purposes of securing workers' compensation payment under the act.
