Requires at least 1% of Michigan transportation funds allocated to state trunk line, counties, cities, and villages be expended for nonmotorized transportation facilities and services, with compliance measured over a reasonable period not exceeding 10 years.

Mandates the state transportation department and local units develop 5-year programs for qualified nonmotorized facilities and consult with affected agencies when planning nonmotorized projects affecting other jurisdictions' transportation facilities.

Establishes requirement to include nonmotorized facilities when constructing, reconstructing, or relocating highways, roads, or streets unless costs are disproportionate, contrary to safety or law, adequate facilities exist, or spending already exceeds 1% of the unit's transportation fund allocation.

Requires state transportation commission to adopt a complete streets policy for the department and develop model policies for municipalities and counties within 2 years of the bill's effective date.

Creates a complete streets advisory council with representatives from transportation, environmental, disability, planning, and civic organizations to provide education, implement policies, and report annually to the governor and legislature on complete streets policy status.
