Amends the definition of "street" to include streets, avenues, boulevards, highways, roads, lanes, alleys, viaducts, and other public ways intended for use by motor vehicles, bicycles, pedestrians, and other legal users.

Expands master plan transportation system requirements to include bicycles, pedestrians, and all legal users of public rights-of-way, in addition to traditional motor vehicle considerations.

Requires master plans to address general location, character, and extent of transportation components including streets, bridges, public transit, bicycle facilities, pedestrian ways, freight facilities, ports, railroads, and airports.

Specifies that transportation system planning must consider safe and efficient movement of people and goods in a manner appropriate to the community context and applicable to all legal users of public rights-of-way.

Takes effect immediately upon approval (August 2, 2010).
