Requires the Michigan Department of Transportation to enter into a community benefits agreement with local government units for any construction, maintenance, or preservation project requiring a federal environmental impact statement.

If a project spans multiple jurisdictions, the department must enter into joint agreements with each affected unit of local government, or with community organizations designated by those units.

Community benefits agreements must be finalized before the final environmental impact statement is submitted to the federal Environmental Protection Agency and included in the statement submission.

Agreements may address environmental mitigation (air/water quality, wetlands), employment conditions (living wages, local hiring), aesthetic impacts (barriers, landscaping), direct negative impacts (traffic, noise, relocation), and indirect impacts (parks, affordable housing, infrastructure improvements).

If no local government or community organization agrees to negotiate, no community benefits agreement is required for the project.
