Changes off-road vehicle (ORV) licensing system to a trail permit system, requiring OHV owners to obtain permits through the department or authorized dealers to operate on land, snow, ice, forest trails, or designated areas.

Sets trail permit fee at $30.50 (increased from $16.25), with fees adjusted every 5 years starting January 1, 2016 based on consumer price index changes.

Allocates trail permit revenue as follows: $1.00 per permit for safety training programs and ice fishing; $14.50 for department operations and enforcement; $0.50 to authorized vendors; remaining funds to off-highway vehicle account for trail development, maintenance, grants, and natural resource restoration.

Requires at least 50% of off-highway vehicle account revenue distributed annually as grants to public agencies and nonprofit organizations for trail planning, construction, and maintenance; allocates at least 31.25% for enforcement and sheriff grants.

Waives permit requirements for events with 75 or fewer vehicles, though groups with 20-75 vehicles must notify the department; repeals section 81128 and takes effect only if companion bills HB 6159, HB 6161, and HB 6162 are enacted.
