Establishes a maximum speed limit of 70 miles per hour on all freeways, with authority for the state transportation department and department of state police to jointly adjust limits between 55-70 mph based on engineering and traffic investigations.

Sets a general speed limit of 55 miles per hour on all highways where a maximum speed limit is not otherwise fixed by law.

Removes the requirement for unanimous approval by county road commissions, township boards, and state police to establish speed limits on county highways, allowing them to act jointly instead.

Repeals section 629b of the Michigan Vehicle Code, which previously established certain speed restrictions for specific vehicle types.

Requires that all speed regulation citations specify both the alleged speed driven and the applicable speed limit for the location.
