House Bill 6165 Summary

• Defines "Michigan manual of uniform traffic control devices" as the manual adopted by the state transportation department and department of state police under section 608.

• Establishes new point assessment system for traffic violations, including 6 points for manslaughter/felonies involving motor vehicles, 4 points for at-fault moving violations resulting in collisions (effective October 31, 2010), and scaled points for speeding violations based on miles per hour over the limit.

• Revises speed limit establishment procedures to require limits be posted at multiples of 5 miles per hour and be within 5 miles per hour of the eighty-fifth percentile speed of free-flowing traffic, with minimum limit at seventy-fifth percentile speed on highway segments.

• Modifies school zone speed limit requirements to allow reductions of up to 15 miles per hour below the posted speed limit (but not less than 25 mph) based on engineering and traffic studies, and permits combined or overlapping school zones for schools with the same or different schedules.

• Updates references from "state highway commissioner" to "state transportation department" and from "C.F.R." to "CFR" throughout the vehicle code sections; contingent on enactment of House Bill 6164.
