Mandates reimbursement to the state for production and dissemination costs (including airtime) if an individual appears in a state-funded commercial and then seeks state elective office within 6 months, with costs payable by the candidate or candidate's committee.

Defines "state-funded commercial" as state public service announcements, commercials produced by state-contracted agents with state money, or written advertisements paid for with state money containing an individual's image, voice, name, or identifying information.
