Creates the Michigan Quality Community Care Council as a public body to coordinate consumer-directed personal assistance services under Medicaid's home help program and other programs arranged by the Department of Community Health.

Establishes a 13-member board of directors consisting of department directors, political appointees, and at least 7 members representing consumers, consumer advocates, or consumer representatives, with board members serving 6-year terms.

Requires the council to maintain a registry of qualified providers, promote consumer selection and self-direction of providers, provide support services to both consumers and providers, and establish wages and benefits subject to legislative authorization and department implementation.

Transfers programs, employees, assets, and liabilities from existing public bodies corporate created under the Urban Cooperation Act to the council, with transferred employees retaining seniority, benefits, and collective bargaining rights.

Prohibits the council from levying taxes and requires annual reports to the governor and legislature; council must comply with anti-discrimination laws and seek necessary federal approvals for implementation.
