Removes the time limitation ("For 1994 through 1996") from section 1211c, making the 3-mill enhancement millage authorization permanent rather than temporary.

Allows school districts to levy up to 3 additional mills for enhancing operating revenue if approved by school electors at an election, presented as a separate question.

Changes the restriction to apply only to school districts described in section 20(8) or (9) of the state school aid act (MCL 388.1620), removing previous references to sections 20(12) or (13).

Prohibits certain school districts from levying enhancement millage approved after September 30, 1994, unless they simultaneously levy the maximum number of mills permitted under section 1211 without exceeding applicable limitations.
