Amends the Michigan legislative retirement system act to establish vesting schedules for Tier 2 qualified participants, with 50% vesting at 2 years of service, 75% at 3 years, and 100% at 4 years of service.

Qualified participants are immediately 100% vested in their own contributions made to Tier 2.

Establishes health insurance coverage vesting requirements for qualified participants based on election date and service length, with different thresholds for those elected before November 1, 2004 versus after.

Legislators first elected before November 1, 2004 and not previously in Tier 1 must complete 6 years of service to vest in health benefits.

Legislators elected after November 1, 2004 face different health benefit vesting requirements, including one provision requiring 5 years of service for those elected to fill a vacancy for more than half a term.
