Amends the definition of "litter" in Michigan's Natural Resources and Environmental Protection Act to explicitly include "a cigarette butt" as a form of litter.

Changes references from plural terms "cans, bottles" and "other foreign substances" to singular forms "a can, a bottle" and "another foreign substance" for grammatical consistency.

Maintains the definition of litter to include rubbish, refuse, waste material, garbage, offal, paper, glass, trash, debris, and abandoned vehicles under Michigan vehicle code section 252a.

Keeps the scope of "public or private property or water" to include roadways, bodies of water, beaches, parks, playgrounds, buildings, conservation areas, residential properties, farms, and timberlands.
