Prohibits knowingly obtaining services or rental property without payment through deception, threats, false tokens, or failure to pay after service is rendered.

Establishes rebuttable presumptions of intent to avoid payment when a person absconds without paying, refuses payment after service, fails to return rental property within specified timeframes (3-5 days depending on property value), or fails to pay within 10 days of written demand notice.

Requires written notice demanding payment or return of property be sent by registered/certified mail or telegram with delivery confirmation to the address on the agreement.

Classifies violations by property value: felony (up to 10 years imprisonment for property valued $20,000+), felony (up to 5 years for $1,000-$19,999), misdemeanor (up to 1 year for $200-$999), and misdemeanor (up to 93 days for under $200), with fines up to 3 times property value.

Allows aggregation of property values from multiple incidents within 12 months under a scheme or course of conduct to determine sentencing tier.
