Doubles the fine for moving violations committed in work zones, emergency scenes, school zones (30 minutes before through 30 minutes after school), or school bus zones.

Establishes a misdemeanor offense punishable by up to $1,000 fine or 1 year imprisonment for moving violations with 3+ points in work zones or school bus zones that cause injury to another person.

Establishes a felony offense punishable by up to $7,500 fine or 15 years imprisonment for moving violations with 3+ points in work zones or school bus zones that cause death to another person.

Exempts violators from criminal penalties if the injury or death was caused by the negligence of the injured or deceased person in the work zone or school bus zone.

Defines "school bus zone" as the area within 20 feet of a school bus displaying two alternately flashing red lights at the same level.
