Amends the definition of "deer and elk feeding" to clarify that incidental feeding of wild white-tailed deer and elk during the feeding of wild birds or other wildlife is permitted, provided the primary purpose was not to feed deer and elk.

Removes the requirement that bird feeders must be designed to exclude deer and elk from accessing the feed.

Maintains exemptions for baiting under commission orders, normal logging and agricultural practices, and agricultural feed storage meeting specific conditions (livestock consumption, covered feed, or proper storage facilities).

Sunsets the amended section effective January 1, 2016.
