Prohibits partial-birth abortions in Michigan, defined as deliberately delivering a living fetus until the entire head (headfirst) or any part of the fetal trunk past the navel (breech presentation) is outside the mother's body, for the purpose of performing an act that kills the partially delivered fetus.

Makes performing a partial-birth abortion a felony punishable by imprisonment for up to 2 years and/or a fine of up to $50,000.

Provides an exception when a physician determines in reasonable medical judgment that a partial-birth abortion is necessary to save the mother's life from a physical disorder, physical illness, or physical injury.

Allows the mother's spouse or parents (if mother is under 18) to file civil suits against physicians or others performing the procedure, with recovery of actual damages including emotional distress and treble damages for the cost of the abortion, unless the pregnancy resulted from plaintiff's criminal conduct or plaintiff consented.

Exempts the woman obtaining or seeking a partial-birth abortion from criminal liability as a conspirator.
