HB 6242 Summary

• Creates the Michigan New Economy Commission within the Michigan Strategic Fund to develop a statewide strategy for enhancing and growing the new economy sector through public policies, private sector practices, and nonprofit initiatives.

• Commission consists of 5 non-voting state officials (Michigan Strategic Fund president, state housing development authority director, transportation department director, superintendent of public instruction) plus 23 voting members appointed by the governor, including 4 legislative members and representatives from businesses, education, cultural institutions, and local government.

• Commission duties include researching best practices, evaluating economic development tools, establishing performance metrics, fostering workforce development, and developing a strategic vision addressing economic development, international issues, outdoor recreation, land use, transit, and green initiatives.

• Commission must report findings and legislative recommendations to the governor and legislature by January 1, 2012, and submit annual activity reports by December 1 each year to the house and senate clerks.

• Act automatically repeals on October 1, 2015.
