Changes the start date for using a dip net in nontrout rivers and streams from April 1 to March 15 in the Lower Peninsula, while maintaining the May 31 end date.

Changes "shall have the authority to" to "may" regarding the department's ability to decrease the number of rods per angler, while maintaining the minimum of 2 rods per angler.

Allows dip nets without sides or walls not exceeding 9 feet square to be used during the designated periods for taking suckers, mullet, smelt, carp, dogfish, and garpike.

Requires dip net users to obtain a permit and mark their equipment with their name and address; equipment on public land or others' land must be removed by June 10 each year unless authorized by the landowner.

Maintains existing restrictions on fishing methods including limitations on hooks, lines, rods, hand nets, setover nets, trammel nets, and hoop nets with specific dates and locations.
