Amends Section 381 of the Michigan Election Law (1954 PA 116) regarding village officer elections and nominating petitions.

Establishes that the board of county election commissioners shall make temporary trustee appointments to constitute a quorum when village council membership drops below 4 members, with appointees serving only until successors are elected.

Prohibits temporarily appointed trustees from voting on their own appointment to any village office.

Requires nominating petitions for village offices to be filed with the township clerk by 4 p.m. on the twelfth Tuesday before the general November election.

For villages conducting elections in September, nominating petitions must be filed with the village clerk by 4 p.m. on the twelfth Tuesday before the September election, effective January 1, 2006.
