Amends MCL 14.28 to clarify the Attorney General's duty to prosecute and defend all actions in Michigan's Supreme Court where the state has an interest or is a party.

Allows the Attorney General to designate one assistant attorney general as solicitor general to handle Supreme Court cases under the Attorney General's direction and perform other assigned duties.

Grants the Attorney General and Governor authority to intervene in any Michigan state court or tribunal when state interests require it.

Prohibits the Attorney General from initiating or intervening in cases outside Michigan (federal courts, other states, or foreign jurisdictions) unless the Governor requests involvement in civil or criminal actions where the state has an interest or is a defendant or respondent.
